Abstract
Aquaculture is one of the strengths of Vietnam. To develop and enhance the competitiveness of the aquaculture industry, the Government has enacted comprehensive innovation policies to support aquaculture businesses. However, in the current administrative institutions, these policies are not sufficient to help the aquaculture industry has a powerful and sustainable transformation
